About the Qatar e-Invoicing Mandate

Qatar’s General Tax Authority has begun laying the groundwork for a national e-invoicing framework, expected to follow Continuous Transaction Controls (CTC) and real-time or near-real-time invoice submission models, much like Saudi Arabia and Egypt. The objective is to digitize the entire VAT ecosystem, from invoice issuance to compliance reporting, while increasing audit transparency and reducing fraud.

Expected features of the Qatar e-invoicing regime include:

  • Generation of structured e-invoices in XML or JSON format
  • Application of unique invoice identifiers and digital signatures
  • Integration with a central government platform for clearance or real-time reporting
  • Secure, compliant invoice archiving for audit readiness
  • Future expansion to include B2C and cross-border transactions

Although the official rollout timeline is yet to be confirmed, early preparation ensures your enterprise can scale compliance as soon as mandates are published.

Likely inclusion in future B2C e-invoicing phase
