The State of E-Invoicing in Belgium: Are You Ready?

E-invoicing Belgium is transitioning from an optional process to a regulatory obligation. In alignment with the European Union’s broader digital taxation agenda, Belgium is taking serious steps to standardize and enforce electronic invoicing across both public and private sectors. For finance and IT leaders, this shift demands immediate attention from finance and IT leaders to ensure compliance and continuity. 

Belgium plans to implement mandatory e-invoicing for all domestic B2B transactions by January 1, 2026. This aligns with the European Commission’s VAT in the Digital Age (ViDA) proposal.  

This proposal encourages the following across the EU: 

  • Real-time reporting 
  • Automated invoicing frameworks

E-Invoicing in Belgium: Where Things Stand Now? 

As of today, e-invoicing is already mandatory in business-to-government (B2G) transactions in Belgium. On top of that, public sector entities are required to receive and process electronic invoices through Peppol Belgium, the country’s approved eDelivery network. 

For B2B transactions, paper or PDF invoices are still allowed, however, this is set to change by 2026. Notably, the Belgian federal government confirmed in July 2023 that structured electronic invoicing will become mandatory for all domestic B2B transactions starting January 2026. 

According to the Belgian Federal Public Service Finance, this move will: 

  • Reduce fraud 
  • Improve VAT collection 
  • Create faster and more reliable invoice processing 
  • Increase interoperability within the EU market 

That means the vast majority of businesses must begin their transition now to meet the upcoming deadline. 

Belgium VAT and Its Role in E-Invoicing 

Belgium VAT rules are deeply linked to e-invoicing adoption. When B2B e-invoicing becomes mandatory, companies will need to issue invoices in a structured XML format (usually UBL 2.1 or similar) via Peppol accredited e-invoice service providers.  

Why this matters? 

  • Invoices not sent in a structured digital format will not be VAT compliant after January 2026. 
  • Businesses that do not adjust will risk delays in: 
    • Input VAT recovery 
    • Audit complications 
    • Non-deductible invoices 
  • Real-time or near-real-time reporting will become expected, especially for cross-border activities.

Peppol Belgium: What You Need to Know 

Peppol Belgium is the national setup of the wider Peppol (Pan-European Public Procurement Online) network. It allows businesses and governments to exchange standardized e-documents securely and reliably. 

Key facts: 

  • Peppol is mandatory for B2G invoicing in Belgium 
  • Will be the default channel for B2B e-invoicing once the mandate kicks in 
  • You need to connect via an authorized Peppol Access Point Provider
